First thing he did was looking for his family’s house but it turned out no one was living there anymore. He was terrified. Terrified of their fate and his own. Ya’ll, I know why Origin Palkia doesnt have arms. Its based on the statue of the centaur in Pompeii. It was so old that its arms fell and thats how it looks know, and since Palkia is a centaur, the creators probably wanted to make it like that
