They were not giving proper education or nutrients or even places to rest. All of the toys are mentally stunted. People will bash poppy for actions but realistically she's like a 12-year-old girl. Yeah she's my opp too however she's literally a child. She doesn't make smart decisions because she's a child and that is the inherent horror of the game. The fact that these are children. Children who are stuck like this for years. It is explicitly stated that the technology is not perfected. It's as close to perfected as they were able to get it but the children are almost permanently stuck in this state of anger and regression.
